## A cheap house is not always cheap to own

Imagine finding an akiya listed for ¥3 million. The price may seem low enough to make the decision feel simple.

But the purchase price is only the first number you need to understand.

After you own the property, you may need to pay taxes, insurance, utilities, maintenance, property management, travel, and seasonal upkeep. Some of these costs are predictable. Others depend on the home's condition, location, and how often it sits empty.

Before deciding whether an akiya fits your budget, separate the cost to buy it from the cost to keep it in good condition.

    <p style="margin:0;color:#f4f5f5;font-size:16px;line-height:1.72;">This guide helps you build a more realistic ownership budget before you commit to a property. The goal is not to predict every yen, but to separate confirmed costs from assumptions and see whether the house still fits comfortably within your budget.</p>

**The clearest way** to avoid confusion is to separate the money needed to complete the purchase from the money needed to keep the property over time.

    <p style="margin:0;color:#edf9f0;font-size:16px;line-height:1.72;">A ¥5 million house does not necessarily cost ¥5 million. One budget covers what it takes to buy and make the property usable. The other covers what it takes to keep it in good condition over time.</p>

**Once you have separated** purchase costs from ongoing costs, start with the annual charges tied directly to the property.

```html
    <h2 style="margin:0 0 12px;color:#ffffff;font-size:26px;line-height:1.18;font-weight:700;">Fixed asset tax is an annual cost</h2>
    <p style="margin:0;color:#fff9e6;font-size:16px;line-height:1.72;">Fixed asset tax applies to land and buildings, but it is not simply 1.4% of the price you paid. The figure is based on the property's assessed value for tax purposes.</p>
  </header>
  <div style="padding:26px 30px 28px;background:#fbf9f2;">
    <h3 style="margin:0 0 14px;color:#856817;font-size:12px;font-weight:700;letter-spacing:.11em;text-transform:uppercase;">What affects the figure</h3>
    <ul style="margin:0 0 23px;padding:0;list-style:none;">
      <li style="position:relative;margin:0;padding:0 0 0 30px;font-size:16px;line-height:1.72;"><span style="position:absolute;left:0;color:#856817;font-weight:700;">✓</span>Larger lots can be treated differently.</li>
    </ul>
    <h3 style="margin:0 0 10px;color:#856817;font-size:12px;font-weight:700;letter-spacing:.11em;text-transform:uppercase;">What to check</h3>
    <p style="margin:0;font-size:16px;line-height:1.72;">Ask for the most recent fixed asset tax bill, or confirm what the current owner pays. That is more useful than multiplying the listing price by 1.4%.</p>
  </div>
```

**Fixed asset tax** is the main annual tax to check, but it may not be the only one.

    <h2 style="margin:0 0 12px;color:#ffffff;font-size:26px;line-height:1.18;font-weight:700;">City planning tax may apply</h2>
    <p style="margin:0;color:#fff3f1;font-size:16px;line-height:1.72;">Some properties also have city planning tax. It does not apply to every home in Japan, so it should be confirmed for the specific property rather than added automatically to every budget.</p>

**Taxes are only one part** of the recurring budget. Insurance is another cost that needs to be checked against the actual property, rather than estimated from a broad average.

```html
<section style="max-width:100%;box-sizing:border-box;font-family:inherit;overflow:hidden;border-radius:18px;border:1px solid #cce1e9;background:#f4f9fb;color:#315968;">
    <h2 style="margin:0 0 12px;color:#ffffff;font-size:26px;line-height:1.18;font-weight:700;">Insurance needs to be priced for the actual house</h2>
    <p style="margin:0;color:#edfaff;font-size:16px;line-height:1.72;">Fire and earthquake insurance are important costs, but there is no dependable one-size-fits-all estimate for an akiya. The property, location, construction type, and vacancy pattern all matter.</p>
  </header>
  <div style="padding:26px 30px 28px;background:#f4f9fb;">
    <h3 style="margin:0 0 14px;color:#27718a;font-size:12px;font-weight:700;letter-spacing:.11em;text-transform:uppercase;">Price the real risk</h3>
**After insurance**, look at the systems that keep the house usable. Low occupancy does not necessarily mean those costs disappear.
```html
<section style="max-width:100%;box-sizing:border-box;font-family:inherit;overflow:hidden;border-radius:18px;border:1px solid #cfe0d5;background:#f7fbf8;color:#315540;">

    <h2 style="margin:0 0 12px;color:#ffffff;font-size:26px;line-height:1.18;font-weight:700;">Utilities do not disappear when the house is empty</h2>
    <p style="margin:0;color:#edf9f0;font-size:16px;line-height:1.72;">An empty house still has infrastructure to maintain. Your use may be low, but some services and fixed charges may continue when the property is vacant.</p>

**Utilities keep the property** functioning. Maintenance protects the building itself, especially when nobody is there to spot small problems early.

    <p style="margin:0;color:#fff9e6;font-size:16px;line-height:1.72;">A house does not stop aging because nobody lives in it. Long periods of vacancy can make problems harder to spot and allow deterioration to continue before anyone notices.</p>

    <h3 style="margin:0 0 10px;color:#856817;font-size:12px;font-weight:700;letter-spacing:.11em;text-transform:uppercase;">Budget for the actual house</h3>
    <p style="margin:0;font-size:16px;line-height:1.72;">There is no useful national maintenance average for akiya. A well-maintained home you visit regularly may need little work in a normal year. An older property with a large garden, drainage issues, or long periods without inspection can require much more.</p>
  </div>
</section>

```
**For an owner** who lives nearby, some of this work may be handled through regular visits. For an owner overseas, the practical question is who will notice and deal with problems between those visits.
```html

    <p style="margin:0;color:#fff3f1;font-size:16px;line-height:1.72;">For overseas owners, the issue is not only who does the work. It is who notices a broken window, leaking pipe, storm damage, or overgrown vegetation before the problem becomes more expensive.</p>

**The right management plan** depends on more than the house's condition. Regional weather and the surrounding land can change what needs attention during the year.

## Build an annual ownership budget for the property you want

You do not need to predict every yen you might spend over the next decade. You need a reasonable estimate for the property you are actually considering.

Start with the costs you can confirm from current bills, quotes, service records, or local providers. Then add cautious allowances for the items that remain uncertain. The point is not only to calculate a total, but to see which parts of the budget still need work before you buy.

| Category | Payment frequency | Annual estimate | Source or basis | Status | Notes or next action |
| --- | --- | --- | --- | --- | --- |
| Fixed asset tax | Annual | ¥ | Most recent tax bill | Confirmed / estimate | Request the current bill if unavailable |
| City planning tax, if applicable | Annual | ¥ | Most recent tax bill | Confirmed / estimate | Confirm whether it applies |
| Fire insurance | Annual or multi-year | ¥ | Property-specific quote | Confirmed / estimate | Check coverage and vacancy conditions |
| Earthquake insurance | Annual or multi-year | ¥ | Property-specific quote | Confirmed / estimate | Confirm available coverage |
| Electricity | Monthly | ¥ | Current bills and fixed charges | Confirmed / estimate | Check service needed while vacant |
| Water | Monthly or bimonthly | ¥ | Current bills and fixed charges | Confirmed / estimate | Check minimum charges and shutoff rules |
| Gas | Monthly | ¥ | Current bills and fixed charges | Confirmed / estimate | Confirm the fuel type and provider |
| Sewerage or septic-system maintenance | Monthly, annual, or as needed | ¥ | Service history or local quote | Confirmed / estimate | Confirm the system type and service schedule |
| Internet or communications | Monthly | ¥ | Provider quote | Confirmed / estimate | Decide whether service needs to remain active |
| Routine maintenance | As needed | ¥ | Inspection findings and repair history | Confirmed / estimate | Identify likely recurring work |
| Garden and vegetation work | Seasonal or as needed | ¥ | Site size and local quotes | Confirmed / estimate | Include boundary areas and access paths |
| Seasonal maintenance | Seasonal | ¥ | Local conditions and management quote | Confirmed / estimate | Consider snow, storms, moisture, and pests |
| Property management | Monthly or per visit | ¥ | Management proposal | Confirmed / estimate | Confirm inspection frequency and scope |
| Travel | Per trip | ¥ | Expected visits and realistic travel costs | Confirmed / estimate | Include local transport and lodging |
| Repair reserve | Annual allowance | ¥ | Home age, condition, and inspection findings | Estimate | Keep separate from known repair work |
| **Estimated normal annual ownership cost** |  | **¥** |  |  |  |

Then create a separate first-year budget for purchase-related taxes and fees, immediate repairs, cleaning, utility work, and other costs needed to make the house usable.

A useful budget is built from property-specific information, not assumptions carried over from another house. Use the questions below to identify what you know, what still needs a quote or record, and what requires a local plan.

## A cheap house can still be a good fit

None of this means inexpensive akiya are a bad idea. It means the purchase price should not carry the whole decision.

A ¥3 million house that needs little immediate work and has manageable annual costs may suit you better than a ¥7 million property that requires frequent visits, substantial upkeep, and regular professional management. The reverse can also be true.

The useful distinction is simple: a house can be cheap to buy without being cheap to own.

Before moving forward, confirm the costs you can verify, identify the costs that remain uncertain, and decide whether you have a realistic plan for maintenance when you are away. If you are evaluating a specific property, AkiyaHub can help you look beyond the listing price and identify the questions worth checking before you commit.
