Older houses in regional cities and commuter towns regularly ask under ¥10 million (about US$67,000). Some ask under ¥3 million. In AkiyaHub market data, about 18 percent of active listings across Japan ask under ¥10 million and 41 percent ask under ¥20 million. This means roughly one active listing in five sits in the lowest band, so you can be selective about condition and access. Smaller towns outside this data add more. This data includes detached houses, condos, and apartments. It is not a complete census of every property for sale in Japan.
A low asking price usually has a reason you can name: age, distance from a station, repair backlog, or land that cannot be rebuilt on. Plan for purchase costs of 6 to 10 percent, renovation of ¥3 million to ¥15 million for a home that sat empty, and yearly taxes and care. This means a ¥5 million house often becomes a ¥12 million project.

Why the price is low
Each reason is also a cost or a limit. Name the reason for a specific listing before you decide the low asking price is a bargain, because each one changes what you should check.
Tax and appraisal rules write a wooden house down to almost nothing in 22 years. Sellers price the land and treat the house as a bonus or a burden. This means the asking price says little about the condition.
Japan counts more than 9 million vacant homes. Inherited houses in towns with falling populations have more sellers than buyers. This means you can be selective and should not settle for the first listing that fits the price.
Each rail stop away from a major station cuts the price. Homes that need a car for daily life ask far less than homes near a station. If you will visit a few times a year, a longer walk is a fair trade.
Houses built before the 1981 seismic code and before 2000 need structural checks, so buyers discount them heavily. If a listing predates 1981, add a structural check and a retrofit line to your estimated all-in budget.
Roofs, kitchens, baths, insulation, and termite damage on a house that sat empty for years can cost more than the asking price. Get a written contractor estimate before you make an offer.
Narrow private roads, missing rebuilding rights, and unclear boundaries lower the price and limit what a buyer can do later. If the plot cannot be rebuilt on, the low price is the market pricing a problem you would own.
Abandoned houses
English searches use abandoned for any empty home. In Japan the word is akiya, and it covers every vacant property, from a new condo an owner left to a farmhouse nobody has entered for a decade.
Most vacant homes for sale are inherited houses that the family cannot use. They are empty, not derelict. The owner often lives in Tokyo or Osaka, pays the tax every year, and wants a clean sale. These homes appear on normal agent listings and in the AkiyaHub database with photos and prices.
Truly neglected houses are a smaller group. Many are not for sale at all, because the heirs are unknown or the title is split among relatives. Municipal akiya banks list some of them with conditions, and prices there can be symbolic. Expect no photos, slow replies in Japanese only, and a house that needs full repair.
Before you chase an abandoned house, check three things. Can the plot be rebuilt on? Is the title clear and in one seller's name? Has a contractor seen the structure? If any answer is no, the low price is not a discount. It is the market pricing a problem you would own.

Free houses
A small number of homes are offered for nothing or close to it, mostly through municipal programs. Every one of them costs money to take on.
Free homes usually come with conditions: you must move in, renovate within a deadline, or accept the land and the demolition cost together. The seller wants to stop paying tax on a house they cannot sell. You inherit that cost the day the title transfers.
Even at ¥0 you pay registration tax on the assessed value, judicial scrivener fees, acquisition tax, and yearly fixed asset tax. Then you pay for a roof, plumbing, and everything a decade of humidity did to the interior.
A free house can still be a fair deal when the land is good, the location is practical, and you wanted a renovation project. Judge it with the same six-point check as any other lower-priced home. If it fails the check, a ¥8 million house that passes is the better value.

The six-point check
A lower-priced home passes when all six are true. If one fails, price the fix or walk away.
A plot that touches a legal road of 4 meters or more keeps its value even if the house does not.
You can reach the home from an airport in one afternoon and reach daily shopping without a long drive.
A contractor or inspector confirmed the foundation, roof, and frame, and priced the repairs.
Asking price plus purchase costs plus repairs plus first-year running costs is inside the money you can commit.
A steward, manager, or neighbor can check the home, air it, and handle small problems while you are away.
Zoning and building rules allow the use you have in mind. Short-term rental is subject to local rules and property-specific review, so confirm it before you count on income.

Lowest median first. If your estimated all-in budget is under ¥15 million, start where the Under ¥20M column is highest. Smaller towns outside the cities in this data ask less, but check station access and services before you widen the search.

The foreign-buyer complication
A low price answers one question. These six decide whether a lower-priced home can work for you from abroad, and what the price leaves out of your budget.
Japan places no nationality, residency, or visa condition on property ownership. You hold the same freehold title as a Japanese buyer. Ownership does not grant a visa, so plan your stays separately.
On a lower-priced home, purchase costs, renovation, and first-year running costs often exceed the asking price. Set your estimated all-in budget first, then work back to the asking-price band you should search in.
Many buyers of older homes visit once before an offer to walk the house with a contractor. Flights, local transport, and time off are a real cost. Remote support through licensed partners can replace later trips.
Lower-priced homes either sell fast or sit for years, and listings stay online after a home goes under offer. Someone needs to confirm with the Japanese-side agent that the home is still available before you plan a trip.
Vacation use is normal and needs no permit. Renovation is allowed, subject to building rules and rebuilding rights. Short-term rental is subject to local rules and property-specific review, so check before you count on income.

Rarely as a resale investment, because the building will keep depreciating. It can be a good buy as a vacation home, a base in Japan, or a long-term rental if the estimated all-in budget is low and the location is practical. Judge it on use, not on expected price gains.
